Drafted, negotiated and testified on legislation and rulemaking governing the metallic mineral, rock and aggregate mining industries in the Southwest, including statutes and rules governing mine planning and reclamation and preemption of local mining ordinances; use of groundwater in mining operations; groundwater remediation; aquifer protection permit fees, modifications and point of compliance determinations; new categories of general aquifer protection permits and corresponding management practices; exemptions from aquifer protection permit requirements; multi-sector general permitting of storm water discharges; surface water use designations, impaired water listings, designation removals and total maximum daily load proceedings; floodplain delineation and limitation of floodplain regulation of riparian habitats; use of third-party contractors to review permit applications; licensing timeframes; and third-party administrative appeals of permit decisions.

Governor’s Regulatory Reform Committee (2003-2005)

Drafted and convened hearings on successful revisions to the rulemaking and contested case provisions of the Arizona Administrative Procedure Act.

Arizona State Bar Administrative Law Section (2002-2004)

Helped draft and negotiate revisions to the Arizona Supreme Court’s rules governing judicial review of administrative decisions.

Drafted, negotiated, promulgated and defended rules governing leaking underground storage tanks, voluntary remediation, remedy selection, air pollution control, aquifer protection and licensing timeframes.
