Reclamation
Performed an environmental investigation and risk assessment and drafted reports and compliance schedules used by the client, an anthracite coal miner and coal fines recovery facility operator in central Pennsylvania, in surface reclamation, groundwater discharge permit and mine safety proceedings before federal and state authorities.
Historic Coal Gasification Plant
Remedial Investigation
Implemented a site investigation plan, including soil and groundwater sampling, and performed corresponding health risk assessments of a historic coal gasification plant underlying a residential community in southern New Jersey.
State Highway Authority
Right of Way Expansion Impacting Contaminated Properties
Developed and implemented due diligence protocols and performed environmental investigations and risk assessments of fifty-two hazardous waste sites (including the site of a former brass and aluminum foundry, a chemical manufacturing facility, a tank and drum reconditioning facility, the site of a former transmix oil refinery, a bulk petroleum storage terminal, a dye manufacturer and a hazardous waste landfill) impacted by a right-of-way expansion along sixty miles of a New Jersey state highway. Drafted Clean Water Act Section 404 permit applications and helped prepare corresponding NEPA documents governing the expansion.
Zinc Smelter
Remedial Action Planning
Performed a soil and groundwater investigation of metals contamination at a historic zinc smelter in eastern Pennsylvania and prepared a corresponding remedial action plan.
Custom Chemicals Manufacturer
Remediation
Oversaw the decommissioning of over one hundred raw material and finished product storage tanks and implemented the environmental investigation and remediation of contaminated soil and groundwater at a historic custom chemical manufacturing facility located adjacent to the Hudson River.
City Attorney’s Office
De Minimis Calculation
Reviewed the administrative record underlying the EPA’s designation of an Arizona city as a potentially responsible party under CERCLA, based on the city’s shipment of waste to a landfill that became a Superfund site, and assisted in the negotiation of a de minimis settlement and release of the city’s liability.
Industrial Detergent Manufacturer
Remediation
Planned and managed the decommissioning of a large historic detergent manufacturing facility in northern New Jersey and supervised the environmental investigation and remediation of associated soil and groundwater contamination.
United States Air Force Base
Remedial Investigation
Conducted extensive soil and groundwater sampling, performed instrumental analysis of the samples in a field laboratory, and prepared a plan for the remediation of JP-4 contamination of groundwater beneath a large air force base in southern New Jersey.
Superfund Site
Remediation
Developed and supervised the implementation of site safety protocols in compliance with OSHA requirements at a large Superfund site in central New Jersey.
